党的二十大报告明确提出，要加快建设数字中国。随着数字经济的深入发展，以大数据、人工智能、物联网、区块链及5G为代表的现代信息技术与网络版权产业密切结合，上海版权产业进入规模持续扩张和产业结构调整新时期。本文首先从时代背景、总体规模、发展特点、服务平台构建四个方面来系统评估上海版权产业发展现状，发现上海市版权产业呈现出核心版权产业支撑作用凸显、人才集聚优势明显、出口动能强劲等特点，尤其是在国内外经济形势复杂的情况下，以网络游戏为主的数字版权产业发展加速。其次，从运作主体、交易主体、交易标的、交易过程与售后维权五个方面来探讨上海数字版权交易中存在的问题。再次，通过分析上海初创企业巨柚科技在解决数字版权交易中存在的问题的可能尝试，为上海版权交易市场活跃与渠道通畅提供现实案例。最后，从多元主体运作模式、提高交易主体活跃度与参与度、建立合理定价机制与创新区块链技术、构建统一的版权登记公示平台以及完备的售后保障体系等方面，提出推动上海数字版权产业高质量发展的政策建议，以期为建设数字中国提供更多可复制、可推广的上海经验。
<<It is clearly mentioned in the 20 major reports of the CPC that we should speed up the building of a digital China. With the deepening development of the digital economy，modern information technology represented by big data，artificial intelligence，Internet of Things，blockchain and 5G is closely integrated with the network copyright industry，and the copyright industry in Shanghai has entered a new period of continuous expansion and industrial restructuring. This paper firstly systematically evaluates the development status of the copyright industry in Shanghai from four aspects，including the historical background，overall scale，development characteristics and service platform construction. It is found that the copyright industry in Shanghai is characterized by prominent supporting role of the core copyright industry，obvious advantages of talent agglomeration and strong export momentum. Especially in the complex economic situation at home and abroad，the development and innovation of the digital copyright industry，which is dominated by online games，have accelerated. Secondly，this paper discusses the existing problems in Shanghai digital copyright trading market from five aspects：operation subject，transaction subject，transaction object，transaction process and after-sales rights protection. Then，by analyzing the possible attempts of Shanghai start-ups to solve the problems in digital copyright trading，this paper provides a realistic case for the operation mechanism and smooth channel of Shanghai copyright trading market. Finally，this paper puts forward some policy suggestions for the high-quality development of Shanghai’s digital copyright industry from the aspects of multi-subject operation mode，improving the activity and participation of transaction subjects，establishing a reasonable pricing mechanism and improving blockchain technology，building a unified copyright registration and publicity platform and a complete after-sales policy guarantee system. In order to build a digital China to provide more replicable and promotion of Shanghai experience.
