Industrial Internet test bed platform is an important grasping and critical path for manufacturing power and quality power，significant to the improvement of China’s modern industrial system，the resilience and safety of industrial chain and supply chain，the internal power and reliability of the domestic great cycle，and the quality and level of the international cycle. However，there is still a gap in the construction of industrial Internet test bed platform in Shanghai compared with developed countries and regions. The existing test bed platform and related technical infrastructure cannot provide sufficient support for Shanghai to take the lead in the new wave of industrialization. It is necessary to deeply study the current situation，problems and bottlenecks of Shanghai industrial Internet test bed platform，systematically analyzing the functional mechanism of test bed platform to support manufacturing innovation，and putting forward the ideas，fields，paths and strategies for the construction of test bed platform on the basis of experience about the organization structure and spatial layout of test bed platform in developed economies. It can provide theoretical support for the space expansion of innovation in manufacturing industry，platform integration，collaborative development，high efficiency utilization and the efficiency improvement of innovation system relying on the platform，and provide the carrier for the construction of innovation center in Shanghai and innovation community in the Yangtze River Delta. The construction experience will also provide good reference for the construction of Chinese industrial Internet.
