    中国进城务工青年随迁子女异地中考政策及实施报告

    摘要

    解决好进城务工青年随迁子女异地中考问题对于促进教育公平、加强人力资源强国建设、推进新型城镇化建设具有十分重要的意义。随迁子女异地中考问题历经被动应对、地方政府自主探索、纳入国家政策议程、制度规范化四个发展阶段。异地中考政策实施主要存在区域差异较大,以及部分地区未完全放开高中阶段教育、设置入学门槛、入学门槛较高等困境,户籍制度、高中教育经费投入机制、高考招生制度是其主要制度瓶颈。为促进异地中考政策的有效落实,建议实行以居住证为依据的异地升学政策、建立以常住人口为基础的财政转移支付制度和基于高考报名人数的高考招生计划分配制度。

    Abstract

    Solving the problem of migrant children’s high school entrance examination is of great significance for promoting education fairness,strengthening the construction of a strong human resource country,and promoting the construction of new urbanization. The problem of migrant children’s high school entrance examination has gone through four stages of development:passive response,autonomous exploration and solution by local governments,inclusion in the national policy agenda,and standardization of the system. The implementation of the policy for migrant children’s high school entrance examination mainly has the difficulties of large regional differences,incomplete liberalization of high school education in some areas,setting admission conditions,and relatively high admission conditions. The household registration system,the high school education funding mechanism,and the college entrance examination enrollment system are the main institutional bottlenecks for the implementation of this policy. In order to promote the effective implementation of this policy,it is recommended to implement the advanced examination policy based on residence certificates,establish a financial transfer payment system based on the permanent population,and a distribution system for the college entrance examination enrollment plan based on the number of applicants for the college entrance examination.
