进城务工青年是指城乡流动人口中在城市从事非农产业的青年。本文使用权威的全国调查数据对进城务工青年就业状况进行分析,结果显示,近10年来,进城务工青年的就业状况有所改善,在业比例较高且较为稳定、职业层次提升趋势初显,工作收入持续增加、劳动保障水平在波动中上升、就业稳定性有所增强,但是也存在工作强度普遍过高、面临多种类的求职困境以及对职业发展前景不满意等问题。与此同时,还表现出性别差异和队列差异。进一步分析发现,进城务工青年就业状况的变化是农民工就业保障政策和教育事业发展等宏观背景以及个体人力资本、家庭支持和家庭压力等微观因素共同形塑和影响的结果。因此,本文认为应健全劳动权益保护机制、构建多元参与的职业技能培训体系、推进基本公共服务均等化从“个体化”向“家庭化”转变,切实、系统地推动进城务工青年就业状况进一步改善。
<<The young migrant workers refer to the young rural-to-urban migrants who are engaged in non-agricultural industries in cities. Using authoritative national survey data to make an analysis,the results show that the employment situation of young migrant workers has been improved over the past decade. The employment rate is relatively high and stable,and the trend of upgrading occupational level has begun to show. The working income continues to increase,the level of labor security rises amidst fluctuations,and the employment stability has improved. There are also problems such as generally high work intensity,multiple types of job search difficulties,and dissatisfaction with career development prospects. At the same time,gender differences and cohort differences were also demonstrated. Further analysis reveals that changes in the employment status of young migrant workers result from the combined shaping and influence of macro contexts such as employment security policies and educational development of migrant workers,and micro factors such as individual human capital,family support and family pressure. Therefore,this report suggests that we should improve the mechanism for protecting labor rights and interests,build a vocational skills training system with diversified participation,and promote the transformation of equalization of basic public services from individual to family,so as to effectively and systematically promote further improvement of the employment situation of young migrant workers in cities.
