The development of cruise economy is an important component of the construction of Shanghai International Shipping Center and an important support for the construction of world famous tourist cities. It is also an important strategic measure to respond to China’s reform and opening up and expand domestic demand，and promote the construction of Shanghai International Shipping Center and world famous tourist cities. Shanghai is located at the estuary of the Yangtze River，with superior hydrophilic conditions，rich shoreline resources，and good water depth. It has built the largest international cruise home port Wusongkou International Cruise Port with the best hardware facilities in the Asia Pacific region. In 2012，the former National Tourism Administration approved Shanghai to become the first cruise tourism development pilot area in China，promoting Wusongkou International Cruise Port to become the first in Asia in three years and the top four in the world in five years. In July 2019，the Ministry of Culture and Tourism officially approved and agreed to support Shanghai to create a demonstration area for China’s cruise tourism development. In September 2019，the Ministry of Culture and Tourism officially agreed to set up the first China Cruise Tourism Development Demonstration Zone in Shanghai，providing a higher level development platform for the development of the cruise economy in Shanghai. The “Fourteenth Five Year” Cultural and Tourism Development Plan of the Ministry of Culture and Tourism clearly proposes to promote cruise tourism in China.
