The year 2020 was extremely extraordinary. In response to the global COVID-19 pandemic，China has improved the rule of law in public health and promoted international cooperation to fight the pandemic；to safeguard national security，it has formulated systematic rules in national security，import and export control，and biosecurity in the Hong Kong Special Administrative Region；to cope with the downward pressure of China’s economy and the world recession，it has innovated a comprehensive opening up legal system and optimized the business environment；to improve the global governance system，it has strengthened cyberspace rule of law and international maritime rule of law，and promote the building of a community with a shared future in cyberspace and in the sea. It has left a unique record in the history of China’s promotion of international rule of law.
