随着数字经济的兴起,以互联网为平台的各类新业态蓬勃发展,快递员、送餐员等新就业群体逐渐发展壮大。北京市作为数字经济的先行者,对新业态、新就业群体工作非常关注。本报告通过对北京市海淀区的快递小哥进行调研分析,从社会整合、社会支持、社会参与3个方面探讨新就业群体融入基层治理的具体机制,并提出面临的问题及相应的对策建议。本报告认为,新就业群体在为首都经济社会发展做出贡献的同时,也面临社会保障不足、社会融入感不强、社会参与度不高等一系列问题。北京市在新就业群体融入基层治理工作上取得了一定成效,但在工作开展中也面临诸多挑战,要进一步把党建做强、把服务做细、把激励做实、把科技做优,在服务保障首都新就业群体健康稳定持续发展的同时,助推新就业群体融入基层治理,赋能首都城市治理现代化。
<<with the rise of the digital economy,various new commercial activities with the Internet as their platform have flourished,which have created new and growing job requirements such as couriers and deliverymen for takeaway. Beijing,as a pioneer of the digital economy,gives close attention to the new commercial activities and their employees. Based on the investigation and analysis of the couriers in Haidian District of Beijing,this chapter discusses the specific grass-roots governance mechanism of the new employment groups from social integration,social support and social participation,and puts forward current problems and countermeasures. This chapter argues that the new employment groups,while contributing to the economic and social development of Beijing,are facing a series of problems such as the shortage of rights protection and the lack of social participation. Beijing has made certain achievements on grass-roots governance mechanism of the new employment groups,and has encountered challenges that require more works on Party development,services,incentives,science and technology. Moreover,Beijing needs to ensure the healthy and sustainable development of the new employment groups in the capital,and to further promote the grass-roots governance towards those employees,thus achieving the modernization of urban management.
