随着新就业形态群体规模的持续扩大,其状况备受社会关注。本报告阐明了新就业形态的分类和特征,并通过抽样调查推测出北京市新就业形态群体的现状,将阻碍新就业形态群体提升幸福感、获得感的问题根源归纳为法律规范、制度运行、组织保障的“三个缺失”。在梳理国家和北京市两个层面新就业形态政策措施的基础上,提出了以规范促发展、以改革促共享、以协同促共治的发展思路,以及完善法律法规、制定行业标准、便捷异地参保、改善就业环境、加强组织依托、完善公共服务、优化社会救助等具体建议,以期能够尽快补齐短板,促进新就业形态群体良性发展。
<<With the continuous expansion of the scale of new forms of employment,the situation of its employees has drawn much attention from the society. This paper clarifies the classification and characteristics of the new employment form,and infers the current situation of the new employment form groups in Beijing through sampling survey. The root causes of the problems that hinder workers to improve their sense of happiness and sense of gain are summarized as the “three deficiencies” of legal norms,system operation and organizational security. On the basis of sorting out the policies and measures for new employment forms at the national and municipal levels,the development idea of promoting development through standardization,sharing through reform,and co governance through collaboration was put forward,as well as specific suggestions such as improving laws and regulations,formulating industry standards,easily participating in insurance in different places,improving employment environment,strengthening organizational support,improving public services,and optimizing social assistance,so as to make up for weaknesses as soon as possible,We will promote the sound development of workers in new forms of employment.
