劳动年龄人口变化将对经济社会发展产生深远影响,本报告利用1982~2020年历次全国人口普查数据,对北京市劳动年龄人口总量、结构、质量、分布特征进行具体分析,结果发现:北京市劳动年龄人口占总人口比重2020年出现下降,年龄结构趋于年长化,但整体素质提高,且女性劳动年龄人口受教育水平更高,增量更多。不同年龄段劳动年龄人口集中分布区域存在较大差异,就业人口由中心到外围呈“三二一”逆序化的产业分布格局。可能给人口红利、经济发展活力造成一定影响,但也有望促进技术进步,提高人才培养质量和劳动生产率。基于此,本报告提出加快经济增长从要素驱动向创新驱动转变,提高劳动年龄人口素质,提升劳动年龄人口服务管理水平,充分挖掘老年人力资源等对策建议。
<<Changes in the working age population will have a profound impact on economic and social development. Based on the census data from 1982 to 2020,this paper analyzes and summarizes the total,structure,quality and distribution characteristics of working age population in beijing,the results show that the proportion of working age population in Beijing is shrinking and the working age population is aging,but they are more well-educated and the female working age population has a higher education level and more increments. There are great differences in the concentrated distribution areas of the working age population of different age,and the industrial space presents a “three two one” gradient distribution from the center to the periphery. The characteristics and changes of the working age population may have a negative impact on the population dividend and economic development vitality,but it is also expected to promote technological progress and improve the quality of talent training and labor productivity. Based on this,this paper puts forward some countermeasures and suggestions,such as accelerating the transformation of economic growth to innovation driven,improving the quality of the working age population,improving the service management level,and fully exploiting the elderly human resources.
