The development of high-end service industry in the central business district is the key to enhancing the competitiveness of the city and promoting the quality of regional economic development. Starting from the relationship between Institutional innovation and high-end service industry，this report analyzes the development status of four high-end service industries in Beijing CBD functional area：financial industry，business service industry，R&D service industry and information service industry，systematically sorts out the impact and role path of a series of institutional innovations carried out in the context of the construction of Beijing’s “two districts” on the development of high-end service industry，screens out the four major impact mechanisms of institutional transaction cost，market competition，human capital and financial support. Finally，it puts forward specific suggestions for promoting the development of high-end service industry in Beijing CBD functional area by further deepening the reform of “delegate power，improve regulation，and upgrade services”，relaxing foreign investment access，promoting the construction of high-end service industry talent team，and improving financial support policies.
