The “dual carbon” goal is not only a national strategy，but also a goal of Gansu province. As an old industrial base in Northwest China，due to low economic aggregate，low per capita income，small scale of consumer market，low carbon technology and other factors，it is faced with a series of problems such as limited low-carbon consumption capacity，blocked growth space and low dependence on foreign trade. In order to explore the way to break through the new development pattern under the “double carbon” goal and build a low-carbon and zero-carbon society in Gansu，it is suggested to boost rural revitalization with green development，lead green production with innovation，and empower low-carbon and high-quality development with technology.
