The CPC Central Committee with General Secretary Xi Jinping as the core has deeply grasped the stage characteristics of China economic development，and put forward basic concepts and new layout for China economic development on the basis of regular understanding in doing economic work well. Guided by the CPC Central Committee’s new concepts and new patterns on economic development，China border areas economic development should closely follow the epoch topics and strive to step to a new level. First，border areas should adhere to new development concepts including innovative，coordinated，green，open and shared concept，so as to make them become the soul and integrated body，and gradually improve the developmental capacity and practical level in border areas. Second，border areas should adhere to “dual circulation” strategy，deepen the understanding of border areas’ strategic position and unique role，speed up the construction of new development pattern，fully bring their own advantages into play，further adjust the development methods，actively participate in the domestic cycle and unblocked the international and domestic cycles. Third，border areas should adhere to thought of the high-quality development，focus on economic development quality and efficiency instead of development scale and growth rate，use new development concepts to lead high-quality development，and actively build the carrier of modern economic system. Fourth，border areas haven’t played essential role in the construction of the Belt and Road yet，and should further promote the Belt and Road high-quality construction，complete good abutment between the Belt and Road and new development concepts，“dual circulation” strategy，high-quality development，further strengthen the depth of cooperation with neighboring countries and improve the level of opening to the outside world. Fifth，border areas should adhere to thought of coordinated regional development and overall planning，just coordinate the development relationship between border areas and the other regions，constantly enhance balanced regional development，at the same time plan as a whole to border areas security and development，land space and sea space.
