人们生活方式的改变是缓解气候变化的关键。本报告聚焦城市居民低碳消费,基于问卷调查数据、调查实验数据和大数据,分析城市低碳消费的现状、存在的问题及影响机制。在态度方面,城市居民总体低碳消费态度较积极、低碳文化认同也较强,消费者个体责任感较强,但也顾虑低碳消费会影响生活成本和生活质量,认可环境保护但也顾虑会影响就业和收入。在行为方面,购买环节的低碳行为更普遍,而使用和处置环节的低碳行为比例较低,同时考察了二手消费和出行消费两个低碳消费重点领域。不同领域的消费行为分析都指向外部的物质和文化环境促进低碳消费的重要作用,市场供给体系的完善、市场的规范、是否满足多元消费需求以及日常消费的绿色可达性是影响居民践行低碳消费的关键因素。分析发现也指出应重视中等收入群体和青年,发挥其在塑造社会文化习俗、引领社会新风尚方面的重要作用。基于实证分析,本报告从社会治理、社会创新和社会文化的框架角度提出推广低碳生活方式的对策建议。
<<The change of people’s lifestyle is the key to mitigating climate change. This report focuses on the low carbon consumption of urban residents. Based on the questionnaire data,survey experimental data and big data,it analyzes the current situation,existing problems and impact mechanism of low carbon consumption. In terms of attitude,urban residents generally have a positive attitude towards low-carbon consumption,strong recognition of low-carbon culture,and strong sense of individual responsibility. However,they are also concerned that low-carbon consumption will affect their quality of life,and also worried that low carbon economy will affect employment and income. In terms of behavior,low carbon purchase is more common,while the proportion of low carbon use and disposal is lower. Two key areas of low carbon consumption,i.e.,second-hand consumption and traffic consumption,are also investigated. The analysis of consumption behavior in different fields all points to the important role of the external material and cultural environment in promoting low-carbon consumption. The improvement of the market supply system,the standardization of the market,the diversified consumption structure,and the green accessibility of daily consumption are the key factors for residents to practice low-carbon consumption. The analysis also points out that we should pay attention to middle-income groups and young people,who play an important role in shaping social and cultural environment. Based on empirical analysis,this report proposes measures and suggestions to promote low-carbon lifestyle from the framework of social governance,social innovation and social culture.
