Years 2021 and 2022 witness drastic change of great power relations and the consequent change in international order. The Sino-Russian relationship remains positive. The Sino-US relations has been low since recent years. The Russian-US relationship meets its bottom this year. In recent years，it was the change in relative power that has been a prominent factor in determining great power relations. In contrast，in 2022，the mutually/multilaterally recognized norms of conduct face unprecedented challenges at various levels thus become the major source of great power tensions.
