实现碳达峰、碳中和目标，走好绿色低碳高质量发展道路，对我国现代能源体系建设提出了更高要求。作为能源转型的中心环节，电力行业转型更需统筹谋划、协调推进各项工作。基于系统思维，本报告聚焦“双碳”目标下电能产业链生产、配置和消费各关键环节面临的主要问题，特别是研究各环节之间相互支撑、相互制约的关联关系，提出“双碳”目标下碳排放权将成为稀缺资源，当前电力供给侧碳资产管理水平不高；产业园区是节能降碳的重要载体和平台，碳排放动态监测及评估缺少准确可靠手段。基于此，本报告提出着眼电力行业在“碳达峰、碳中和”全局中的关键位置，加强碳减排路径顶层设计与统筹谋划；构建多元化能源供应体系，夯实煤电安全兜底保障，因地制宜推动非化石能源大规模开发利用；充分发挥大电网平台作用，提升资源大范围优化配置能力；高度重视节能对削减能源消费总量的关键作用，加快用能消费转型升级等政策建议。
<<To achieve the “carbon peak and carbon neutrality” target and take the road of green low-carbon and high-quality development has put forward higher requirements for the construction of modern energy system in China. As the central link of energy transformation，the power industry needs to plan and coordinate the transformation work. Based on systematic thinking，this report focuses on the main problems faced by the key links in the production，configuration and consumption of the power industry chain under the “double carbon” target，especially the relationship between the links that support and restrict each other，analyzes the situation and challenges，and puts forward countermeasures and suggestions for the high-quality development of power under the “double carbon” target.
