    2021年保障性租赁住房政策的实施及评估

    摘要

    2021年中国推出了一种新的保障房形式,即保障性租赁住房,旨在解决大城市新市民、青年人的住房困难问题。本文介绍了该政策出台的来龙去脉、政策主要内容及重点,以及目前实施情况。有鉴于保障性租赁政策尚在完善之中,本文选择了重点城市进行政策评估。评估发现,各地计划筹建数量能够覆盖较大比例的新增需求,且主要提供短期、中期租赁服务。评估认为,鉴于保障性租赁对于广大没有资格享受公租房的新市民、青年人而言是一种托底形式,在大量供给之外,它还应该租金更可负担、服务更加长期稳定。

    Abstract

    in 2021,China launched affordable rental houses to solve the housing difficulties of new citizens and young people in big cities. The form of affordable housing will have an important impact on improving the housing rental system to help new citizens and young people achieve the goal of housing. This paper focuses on the background,main contents,current implementation and the status of the actual housing system. On the one hand,the government has encouraged more market players to participate through a number of supporting policies,especially using the stock land and housing to increase supply,so as to reduce costs and promote the balance between jobs and housing. On the other hand,although the security lease planned to be constructed can cover most of the new demand and provide short-term and medium-term services,it is still mainly in the form of support rather than intermediate lease for the general new city residents and young people.
