    2022年中国劳动力市场分析、2023年展望与政策建议

    摘要

    2022年劳动力市场出现了较为明显的波动,体现在城镇调查失业率一度明显上升,以大学毕业生为主的青年群体的就业困难持续加剧,农民工的就业波动增大,失业的区域分布不平衡,周期性失业明显增加等方面。面对复杂局面,通过实施积极的就业政策“稳就业”“保就业”,劳动力市场运行在下半年逐渐恢复稳定。在新的一年里,劳动力市场运行仍将面临诸多不确定因素的挑战,应根据当前失业的主要特征出台具有针对性的失业治理措施,不断优化对短期因素冲击的反应机制,努力保持劳动力市场的主要指标在调控目标之内运行。

    Abstract

    In 2022,the labor market had a relatively obvious fluctuation,which was reflected in the following aspects:the urban survey unemployment rate once rosed significantly,the employment difficulties of young people,mainly college graduates,continued to intensify,the employment fluctuation of migrant workers increased,the regional distribution of unemployment was unbalanced,and the weekly unemployment increased significantly. In the face of the complex situation,the labor market gradually recovered its stability in the second half of the year by implementing an active employment policy of “stabilizing employment” and “ensuring employment”. In the next year,the operation of the labor market will still face the challenges of many uncertain factors. Targeted unemployment governance measures should be introduced according to the main characteristics of current unemployment,and the response mechanism to the impact of short-term factors should be continuously optimized to keep the main indicators of the labor market operating within the regulatory objectives.
