This essay summarizes the domestic and foreign environment of the construction of the Two Districts in Beijing，analyzes the main problems restricting its development in detail，and puts forward the suggestions of basing on the present，focusing on the future，focusing on the key，step by step，and comprehensively promoting the construction of the Two Districts from the macro and micro levels. Based on the central government’s positioning of Beijing as Two Districts and the promotion of Beijing’s new development pattern，the policy advantages of “district port linkage，domestic and foreign customs，distribution and centralized reporting” should be made full use of to build a replicable “Beijing Model” and realize “implementation in one district and synchronization in Two Districts”. In particular，this paper constructively proposes to seize the opportunity of Russia’s looking east to expand all-round cooperation between China and Russia in energy，and lay a solid foundation for the construction of the Two Districts.
