The integration of digital economy and agriculture and rural economy has brought new development opportunities for rural construction. Seizing the important strategic opportunity period of digital rural construction and fully empowering agricultural and rural construction by digital economy is of great significance to promoting the implementation of the rural revitalization strategy and realizing the modernization of agriculture and rural. Guided by the needs of agriculture and rural development in the new era，this report sorts out the policy framework of digital rural development，constructs a digital rural development index system，uses the modern index assessment concept to quantify the unbalanced and uncoordinated problems of rural digital construction，and finally puts forward corresponding policy suggestions for the problems existing in digital agricultural rural development，so as to provide new perspectives and ideas for effectively promoting the rural revitalization strategy.
