    促进新就业形态发展的政策进展

    摘要

    新就业形态的不断涌现是供给侧与需求端合力作用的结果。政府为了创造优良的营商环境,促进新就业形态的发展,在宏观经济、劳动社保、新职业发布、社会治理等方面不断完善政策,这些政策的出台均有一个从初步认识到加深理解再到明确支持的过程,是以人民为中心、依法治国理念的充分体现。虽然放眼国际,我国新就业形态的发展处于世界前列,但也存在政策制定滞后于实践的现象,如部门之间需加强统筹协调、加强形势预判、新职业政策范围过窄、劳动关系及社保政策仍在探索等。为有效应对,建议提升部门间统筹协调治理能力、提前预备政策规范、遵循市场化导向、调整劳动关系与社保体系等。

    Abstract

    The continuous emergence of new employment forms is the result of the joint action of the supply side and the demand side. The government in order to create a good business environment and promote the development of new forms of employment,introduced macro economy policy,labor social security field policy,new career release system policy,social management level policy,and so on policies. These policies have a preliminary understanding to the process of deepening understanding to clear support,is the full embodiment of the people as the center and the concept of the rule of law. Although taking an international perspective,the development of China’s new employment forms is at the forefront of the world,the rapid development of practice has also led to some shortcomings in policies,such as inter-departmental coordination,strengthen the situation prediction,the scope of the new occupation policy is too narrow,and the labor relations and social security policies are still being explored. In order to deal with this problem effectively,it is suggested to enhance the inter-departmental coordination and governance capacity,prepare policy norms in advance,follow the market-oriented orientation,and adjust the labor relations and social security system.
