The streets of Xishanqiao in Nanjing’s Yuhuatai district face many low-income groups，low education levels and difficulties in social governance，taking “Good parents school”，open university courses，reading activities for all and education-related industries as the starting point. The paper explores the implementation of the construction of “ideal education town”. Social governance has been promoted by big education，and the achievements of high-quality development in education have fed back into social governance. Besides，the quality of residents has been improved in an all-round way.
