In the era of digital economy，data has increasingly become the significant means of production and strategic resources. How to play an important role，strengthen the high-quality supply，and promote marketable circulation and application of data elements as well as how to establish the discourse right of global digital governance rules and standards have become the problems faced by countries and regions to promote social and economic development with data as a key element. The Global Traceability Center initiated by Nansha is a public infrastructure of the digital economy in our country，which has formed a series of innovation achievements including digital governance mode，rules and standards，institutional arrangement，technical tools，legal protection，digital application，etc. This article describes and analyzes construction background and significance，theoretical connotation，construction contents，application practice and promotion experience of the Global Traceability Center in various dimensions，which aims to provide practical solutions for digital economy development and data system construction，and provide scientific management experience for regional digital governance.
