Nowadays，the digital economy is becoming a fundamental driver reshaping economic development patterns and business growth models. Studies have proven that strategic resources and core competences can generate competitive advantages for enterprises. An enterprise that does not build its strategies on capabilities is unlikely to actualize them. We believe that enterprises，in their journey moving from traditional to digital governance，need to build their digital capabilities，known as EBC（Enterprise Business Capability）. We define EBC as “enterprise digital business capabilities”，which consist of the capability to connect with and serve customers，to connect partners，to connect with and empower employees，to connect with and manage things，and to promote data-driven business. This paper is intended to not only explain the contents of EBC and why EBC is at the core of enterprise digital governance，but also propose five actions to develop EBC.
