数字经济测算与评估是国内外关注的热点,现有数字经济测度研究主要是从宏观、中观层面关注国家之间、地区之间的数字经济规模,微观层面的测算研究相对较少。本报告重点参照了《数字经济及其核心产业统计分类(2021)》,提出了数字经济产业专利数据分类方法和广东省数字经济创新水平测算方案;选择广东省经过认定且在有效期内的高新技术企业和科技型中小企业作为数据采集对象,运用大数据分析技术获取数字经济产业专利;将数字经济小类产业对应的企业作为最小评估决策单元,构建基于微观企业大数据的数字经济创新水平评价指标体系。研究发现:广东省有42295家科技型企业存在数字经济创新行为;在数字经济大类产业维度,5个数字经济大类产业均筛选出相关专利数据;在数字经济中类产业维度,16个数字经济中类产业筛选出相关专利数据;在数字经济小类产业维度,96个数字经济小类产业筛选出相关专利数据。
<<The measurement and evaluation of the digital economy becomes more and more important.The existing literature about digital economy mainly focuses on the scale of the digital economy between countries and regions at the macro level,and there are relatively few studies on the measurement and calculation at the micro level.According to the “Statistical Classification of the Digital Economy and Its Core Industries (2021)”,we propose the classification method of patent data of digital economy industry and the measurement scheme of Guangdong digital economy innovation level.We use the patent data of new tech enterprises and technology-based SMEs that have been recognized in Guangdong Province and are within the validity period from 2016 to 2020.Using big data analysis technology to match firm level patent data to each digital economy industry;we construct an firm level evaluation model of digital economy innovation level.This study found that:there are 42,295 technology-based enterprises are involved with digital economy innovation activities in Guangdong;in the dimension of the digital economy industry classification,all of the 5 major digital-economy categories have relevant patent data;16 out of the 32 medium digital-economy categories have relevant patent data;and 96 out of the 156 small digital-economy categories have relevant patent data.
