With the rapid development of digitalization in various countries,COVID-19 has accelerated the application of digital technology in daily life,business,and government affairs. The problems of the digital disadvantaged groups in which it is difficult to follow the social digital process and the generation of digital divides have also attracted attention from all countries. Japan,South Korea and Singapore are facing different levels of digital penetration,involving the elderly,the poor,the disabled and other vulnerable groups. They have conducted various explorations on bridging the digital divide and deepening the popularization of digital technology. This paper summarizes the measures taken by Japan,South Korea,and Singapore to bridge the social digital divide,and proposes four paths for reference in the process of popularizing digitalization in China:providing support to the elderly and the poor through online education,meeting the digital needs of people with disabilities,assessing socio-demographic levels of digitization and breaking down the digital divide,focusing on digital education and transformation of small and micro enterprises and self-employed.
