Digital equality is not only the support of the sustainable development of the digital economy,but also an important goal of the information society construction. This report analyzes the practices of countries in the world to eliminate the digital divide and advance to digital equality in recent years,and also establishes digital equality indicators. It measures and compares the digital equality degree of 51 countries or regions in the world from the perspectives of the digital gap between gender,age,urban and rural areas,the overall access level between countries or regions,and the digital divides affected by economic,educational and other factors. The results show that problems about digital equality exist in both developed and developing countries. Therefore,the report recommends that countries should promote digital equality in society by improving digital policies and regulations,promoting new digital technologies,enhancing social participation in the digital process,and conducting digital equality monitoring and evaluation.
