本报告首先论述了全球范围内迎接新工业革命的政策趋势和主要特点，梳理了金砖国家推动新工业革命伙伴关系的最新进展；其次探讨了金砖国家新工业革命伙伴关系的建设方向及其路径，以及科技创新领域合作的若干战略选择；最后针对当前推进金砖国家新工业革命伙伴关系（厦门）创新基地建设，提出了进一步健全工作机制、加大政策扶持力度、深化产业合作、加强人才培训交流等几项重点举措。
<<This chapter discusses the policy trends and major characteristics in embracing the new industrial revolution worldwide，and presents the latest progress of BRICS countries in promoting a partnership on the new industrial revolution. In the meantime，it discusses the direction and path for building the partnership on new industrial revolution，as well as some strategic choices for cooperation in STI field. Finally，in view of the ongoing efforts to advance the Xiamen Innovation Base，this chapter proposes some key measures to further improve the work mechanism，step up policy support，deepen industrial cooperation and strengthen training and personnel exchange.
