在福建省厦门市建立金砖国家新工业革命伙伴关系创新基地，深化贸易投资、数字经济、科技创新、能源、气候变化等领域务实合作，是金砖国家领导人第十二次会晤提出的重大战略部署。本文分析了建设金砖国家新工业革命伙伴关系（厦门）创新基地的重大意义，指出建设金砖国家新工业革命战略合作与政策协调平台、构筑第四次工业革命创新制高点、建设金砖国家第四次工业革命产业基地等的重要战略定位。并介绍了策划筹建综合平台、科技创新基地、科技创新中心、人才教育培训、文化创意、配套服务和金融投资共7类41个项目的情况。
<<Building Xiamen Innovation Base under the BRICS Partnership on New Industrial Revolution（PartNIR）is a strategic move proposed by the 12th BRICS Summit to deepen pragmatic cooperation in trade & investment，digital economy，STI，energy and climate change. This chapter analyzes the great significance of building a PartNIR innovation base，and points out that the innovation base aims to become a platform for BRICS strategic cooperation and policy coordination on the fourth industrial revolution，stay ahead of the curve，and build industrial bases to embrace the fourth industrial revolution. The chapter also describes 41 projects in six categories，including integrated platforms，STI bases，STI centers，education & training，cultural & creative development，and supporting services.
