    中国监管科技发展研究与应用实践

    摘要

    金融科技促进了金融业的创新发展,也带来了金融风险与金融监管的变化,促使各类金融风险以潜在形式逐步汇聚,增加了整个金融业的脆弱性,为我国防范金融风险带来了诸多挑战,并增加了防范难度。有鉴于此,监管科技应运而生。基于此,本报告首先全面厘清监管科技多方面主体之间的关系,全面分析如何构建有利于监管科技发展的体制机制,如何避免金融机构利用技术手段规避监管甚至通过监管套利等行为,以及如何建立符合我国实际情况的监管科技成本分担机制。并提出以下建议:一是通过构建监管规则体系以实现规范管理;二是强化各类数据治理以实现精细化发展与管理;三是变革合作方式以推动政产学研用协调发展;四是为监管科技应用提供丰富场景以夯实应用成果。

    Abstract

    Financial technology has not only promoted the innovative development of the financial industry,but also brought changes in financial risks and financial supervision,promoted the gradual convergence of various financial risks in potential forms,and increased the vulnerability of the entire financial industry,which has brought many problems to prevent financial risks in China and increased the difficulty of prevention. In view of this,regulatory technology came into being. Based on this,this paper first comprehensively clarifies the relationship between various subjects of regulatory science and technology,comprehensively analyzes how to build a system and mechanism conducive to the development of regulatory science and technology,how to avoid financial institutions using technical means to avoid supervision and even regulatory arbitrage,and how to establish a cost sharing mechanism of regulatory science and technology in line with the actual situation of our country,and puts forward the following suggestions:First,through the rapid construction of regulatory rule system to achieve standardized management;Second,strengthen all kinds of data governance to achieve refined development and management;Third,change the way of cooperation to promote the coordinated development of government,industry,University,research and application;Fourth,provide rich scenes for the supervision of scientific and technological applications to consolidate the application results.
