The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China proposed the first time that data should be considered as a factor of production in the distribution process；the national “14th Five-Year Plan” outline proposed digital economy and digitalization as a driving force of development；the People’s Bank of China’s “FinTech Development Outline（2022-2025）” pointed out the need of strengthening the application of financial data as factor of production. As a data-intensive industry，the level of data application in financial industry will determine whether it can leap forward in overall operation and core competitiveness，while the level of data application relies on capacity building in data governance and security protection. This report combines the requirements of national laws and regulations，industry supervision，and system of standards over data quality，standards and security，to introduce the development and practice of data resource governance and security protection in the financial industry in recent years，and summarizes the challenges we faced for internal application and external circulation of data，so to put forward useful suggestions for the construction of data governance and security system by comprehensively usage of various means including privacy computing，data middle platform，long-lasting data governance methods，and improvement of data transaction pricing rules，thus providing examples and references for the overall development of the industry.
