国家职业技能标准是技能人才职业技能等级评价的基础和前提，标准开发的质量直接影响着我国技能人才培养质量。本报告主要明确国家职业技能标准开发的主要任务，梳理当前中国国家职业技能标准开发的基本情况和存在的问题，如形式大于内容，专家队伍缺乏权威性、全面性、代表性，缺乏科学充分的职业分析，以及部分内容与实际不符等，借鉴国外的相关成熟经验，提出国家职业技能标准开发的技术方法，包括明确国家职业技能标准开发的目标和主要内容、科学选定职业分析方法、确定标准开发专家队伍等，以期为国家职业技能标准开发工作提供指导。
<<The national vocational skill standard is the basis and premise of the skill level evaluation of skilled talents. The quality of standard development directly affects the quality of skilled talents training in China. This report mainly defines the main tasks of the development of national vocational skill standards，combs the basic situation and existing problems of the current standard development in China，draws lessons from the relevant mature experience of foreign countries，and puts forward the technical methods of the development of national vocational skill standards，focusing on the discussion of the technical framework of vocational analysis，in order to provide guidance for the development of national vocational skill standards.
