残疾人高质量就业是残疾人事业高质量发展的应有之义,也是我国走向共同富裕、实现更加充分和更高质量就业的内在要求。基于此,本报告以国内外就业质量评价体系研究成果为借鉴,以杭州市残疾人就业及相关工作、政策经验等为基础,构建了以“就业机会”“技能开发”“就业服务”“就业收入”“劳动保护”5个一级指标和21项二级指标为框架的残疾人高质量就业评价体系,并且以杭州市实际情况为主要研究对象,形成一套既符合杭州特色,又可操作、可复制、可指导的残疾人高质量就业评价体系“模板”。
<<The high quality employment of the disabled is the inherent meaning of the high quality development of the disabled cause,and is also the inherent requirement for China to achieve common prosperity and achieve more full and higher quality employment. Based on this,this report refers to the domestic and foreign research results of employment quality evaluation system,and takes into consideration the employment and related work and policy experience of the disabled in Hangzhou. A high-quality employment evaluation system for disabled persons has been established,which is framed by five first-level indicators of “employment opportunities”,“skill development”,“employment services”,“employment income” and “labor protection”,and 21 second-level indicators. Taking the actual situation of Hangzhou as the main research object,a set of high-quality employment evaluation system is in line with Hangzhou characteristics. It also has a “template” of high quality employment evaluation system for the disabled that can be operated,copied and guided.
