新就业形态为稳就业保就业工作提供了强大助力,政府部门出台了多项政策文件支持新就业形态良序发展,人社部门也适时开展技能提升和就业促进项目试点工作,支持和规范发展新就业形态。基于对235家县级公共就业服务机构、4家平台企业和1151名从业人员的深入调查,本报告总结了新就业形态公共就业服务工作现状,分析了当前新就业形态就业服务工作存在的问题,如公共就业服务机构服务供给不足、平台企业未能享受就业政策红利和新就业形态劳动者参加培训的积极性不强,并提出了公共就业服务助力新就业形态长远发展的针对性对策建议,包括摸清平台企业从业人员底数、配全服务硬件软件设施、提高培训服务精准程度和建立健全服务监督机制。
<<The new forms of employment (NFE) have provided strong support for stabilizing employment and ensuring employment. Government departments have issued a number of policy documents to support the orderly development of NFE. Human resources and social security departments have also timely carried out pilot work of skill upgrading and employment promotion projects to support and standardize the development of NFE. Through in-depth investigation of 235 county-level public employment service institutions,4 platform enterprises,and 1151 employees,this report summarizes the current situation of employment services in NFE,analyzes the problems of employment services in current NFE,and puts forward targeted suggestions for employment services to help the long-term development of NFE.
