经过数十年的实践和发展,劳务品牌在我国已成为促进转移就业、提升就业质量、助推当地经济发展的重要力量,实现了全区域覆盖、全产业覆盖、主要行业覆盖,但在建设中也存在一些突出现实问题,如劳务品牌意识不强、主体性不够,建设体系不健全以及政策和服务不足等。随着我国经济进入新发展阶段,劳务品牌由劳务输出升级至促进返乡就业创业阶段,各方积极出台政策和行动方案,引领劳务品牌规范化发展,并依托本地优势产业打造劳务品牌,目前“互联网+劳务品牌”模式渐成趋势。同时,劳务品牌发展面临一系列机遇和挑战,包括我国进入高质量发展阶段、城乡区域结构调整、人口结构变化等。因此,为促进劳务品牌发展,必须加大力度投资于人、加强要素开发、建立完善政策体系、优化组织与政策协同等。
<<After decades of practice and development,labor service brand in China has become an important force in promoting the transfer and employment of rural labor forces,improving the quality of employment and boosting the economic development. It has realized full coverage of region,industry and major sectors. But there are some outstanding realistic problems in building labor service brand,such as the awareness of labor service brand is not strong and its subjectivity is not enough,the system of building labor service brand is not sound,and the related policies and services are insufficient. As China’s economy enters a new stage of development,labor service brand are upgraded from the stage of labor export to promoting employment and entrepreneurship for those who return home. All sides have actively introduced policies and action plans to lead the standardized development of labor service brands and build labor service brands based on local advantageous industries. At present,the “Internet + labor service brand” model has gradually become a trend. At the same time,the development of labor service brand is faced with a series of opportunities and challenges,including entering the stage of high-quality development,urban and rural regional structural adjustment,the change of population structure and so on. Therefore,in order to promote the development of labor service brand,it is necessary to increase investment in human resources,strengthen the development of factors,establish and perfect the policy system,and optimize the coordination between organizations and policies.
