2021年以来,面对新冠肺炎疫情持续、外部宏观环境剧变、国内经济复苏不稳等复杂局面,我国就业形势仍保持总体基本稳定。但在多重压力下,市场需求收缩,企业稳岗困难,就业增长动能减弱,失业水平阶段性攀升,行业性、区域性、群体性结构风险显著加大。传统服务性行业就业困难加深,同时,互联网平台、金融、网络教育培训等部分新兴服务业承压;东部地区和头部城市劳动力市场波动剧烈,就业压力和失业风险外溢;高校毕业生、农民工、困难群体和部分白领群体就业困难加大。下一步,我国就业形势保持总体稳定仍具有一定基础和有利条件,但也面临周期性、结构性、摩擦性和政策性多重因素影响叠加的复杂局面,需要进一步强化就业优先政策,平衡宏观经济目标和政策,在稳定宏观基本盘的基础上,针对重点行业、重点地区、重点群体,加大结构性政策支持力度,消除毕业生就业“堰塞湖”、扩大农村劳动力“蓄水池”、做活灵活就业“周转池”,防范系统性、规模性失业风险的发生。
<<Since 2021,China’s employment situation has remained generally stable in the face of the continued COVID-19,drastic changes in the external macro environment,and unstable domestic economic recovery. However,under multiple pressures,market demand contracted,it was difficult for enterprises to stabilize their posts,the momentum of employment growth weakened,the level of unemployment rose periodically,and the risks of industrial,regional and group structures increased significantly. Employment difficulties in traditional service industries have deepened,while some emerging service industries such as Internet platforms,finance,online education and training are under pressure. The labor market in the eastern region and head cities fluctuates violently,and the employment pressure and unemployment risk overflow;the employment difficulties of college graduates,migrant workers,poor groups and some white-collar groups have increased. In the next step,there is still a certain foundation and favorable conditions for maintaining the overall stability of China’s employment situation,but it is still facing a complex situation with the superposition of cyclical,structural,frictional and policy factors. It is necessary to further strengthen the employment priority policy,balance the macroeconomic objectives and policies,and increase the strength of structural policy support for key industries,key regions and key groups on the basis of stabilizing the macroeconomic fundamentals,eliminate the “barrier lake” of graduates’ employment,expand the “reservoir” of rural labor force,and activate the “turnover pool” of flexible employment,so as to prevent the occurrence of systematic and large-scale unemployment risks.
