Specialized and special new enterprises are an important support to promote the high-quality development of the industry. Shenzhen，as a city of innovation and high-tech enterprises，should make good use of the comparative advantages of national high-tech enterprises to cultivate a number of specialized and special new enterprises. In this article，through the analysis of the industrial foundation and innovative forms of industry in Shenzhen，combined with the demands of some new “little giant” enterprises specializing in research. This paper puts forward eight suggestions，such as establishing a gradient cultivation system for science and technology enterprises，building a multi-level innovation consortium，optimizing the science and technology financial service system，perfecting the service system for the transformation of scientific and technological achievements，ensuring the space needs of enterprises，borrowing the power of exhibition economy，strengthening the creation and protection of intellectual property rights，encouraging science and technology enterprises to log in to the “North Exchange” and other eight aspects，to speed up the creation of a new “little giant” enterprise agglomeration highland.
