For the government，while emphasizing the decisive role of entrepreneurs，market competition mechanism and decentralized free innovation，how to explore effective ways and better play the systematic role in promoting the high-quality development of manufacturing enterprises is the question that this paper tries to answer. By constructing the high-quality development evaluation index system of the manufacturing enterprises，this paper makes a comprehensive and scientific quantitative evaluation of the high-quality development level of the manufacturing enterprises in Shenzhen. Second，the paper tries to explore the key factors to promote the high-quality development of manufacturing enterprises in Shenzhen by the quantitative results，so as to get more general development experience and enlightenment，and provide reference for further improving the high-quality development policy of manufacturing enterprises in Shenzhen. Last，this paper puts forward four suggestions，including：strengthening innovation empowerment，improving the core competitiveness of enterprises；strengthening interest traction，improving the control level of innovation chain，strengthening factor guarantee，accelerating the cluster development of leading industries；strengthening system opening，and building platform hub service resources.
