On June 1，2020，the CPC Central Committee and the State Council issued the Overall Plan for the Construction of Hainan Free Trade Port. In the document，the relevant policies for the construction of a free trade port in Hainan are carefully sorted out，and compared with Shenzhen’s “dual-zone” construction policy in terms of tax policy，financial innovation，factor circulation，opening up，and talent policy. At present，there is a big gap between Shenzhen’s policy and the Hainan free trade port. The article proposes the need to strengthen the convergence of Shenzhen，Hong Kong and Macao rules，actively strive for state support，and strengthen the connection among the Greater Bay Area and the Hainan Free Trade Port，so as to provide a reference basis for better planning the strategy and path of Shenzhen’s comprehensive deepening of reform and expansion of opening up.
