    深圳主动对接香港助力北部都会区建设研究

    摘要

    2021年10月,香港特区政府提出在元朗区和北区成立“北部都会区”,打造香港第二经济引擎。深圳与北部都会区相邻,为《北部都会区发展策略》所提及的“双城三圈”重要组成部分,参与北部都会区建设将为内地与港澳更紧密合作提供示范。本报告认为北部都会区建设面临南部既得利益集团阻挠、环境保护与城市开发矛盾、疫情反复、与深圳形成直接竞争等四方面挑战,建议深圳以产业合作为突破口,强化两地交通联通、通关便利,并积极参与香港重大基础设施建设,共同保护环境,助力粤港澳大湾区建设。

    Abstract

    In October 2021,the Hong Kong SAR Government proposed the establishment of the “Hongkong Northern Metropolitan Area” in Yuen Long District and Northern District to create Hongkong’s second economic engine. Shenzhen is adjacent to the Northern Metropolitan Area and is an important component of the “Twin Cities and Three Circles” proposed in the Northern Metropolitan Area Development Strategy,and participation in the Northern Metropolitan Area will provide a demonstration for closer cooperation between the Mainland and Hongkong and Macao. The thesis holds the view that the construction of the northern metropolitan area will face challenges from four aspects,such as the obstruction by vested interests in the south,conflicts on environmental protection,repeated pandemics,and direct competition with Shenzhen. It is suggested that Shenzhen take industrial cooperation as a breakthrough to strengthen transportation connectivity and customs clearance facilities between the two places,and actively participate in the construction of major infrastructure in Hongkong,jointly protect the environment,and help the deep integration of the Guangdong-Hongkong-Macao Greater Bay Area.
