An overall layout of “one point，two aspects，and four kinds of prosecution” and a general plan of “three steps” have been set down for minor prosecution in Shenzhen. Starting on the point of precise support and education and attaching upstream to the aspects of both judiciary and administration，the procuratorate of Shenzhen has been performing duties actively，solving difficulties with legal thinking，and trying to informationize the legal supervision of procuratorate and strengthen the legal system of parens patriae with the practice of Comprehensive Judicial Protection Committee for Minors and the concept of sharing. These efforts are able to provide strong legal guarantee for the exploration and improvement on the municipal social governance system of minor protection.
