The paper studied the strategy of the resilient development on the domestic and international large-scale cities. The paper focuses on the difficulty and sore points on the governance of mega city. The paper selected a group of evaluation indexes that can most reflect the resilience of mega-city. The comparisons are made through the given mega cities-Beijing，Shanghai，New York，London，Tokyo，judging the current conditions and existing shortages of Shenzhen in constructing a global resilient city. Based on the comparison，the paper proposed the three great strategic ideas for Shenzhen to be the global resilient city. That is，focusing on fulfilling the hierarchical mechanisms on “top design-organization control-basic co-governance”；focusing the formation of the spatial coordination of “metropolitan area-polycentric-living circle”；focusing on building up the procedures of the schedule on “risk early warning-risk disposal-risk recovery”.
