In 2021，Shenzhen will further deeply study and implement of the Xi Jinping Thought on the Rule of Law，fully implement the decision-making and deployment of the CPC Central Committee and the State Council on the construction of a government under the rule of law，comprehensively promote the construction of a government under the rule of law and all work in Shenzhen，and promote the construction of a government under the rule of law to a new level. In order to ensure the synchronization of reform and legislation，Shenzhen pressed the “fast forward” key of legislation，increased legislative innovation in key areas，steadily promoted the introduction of high-quality legislation，and provided legal guarantee for reform. By improving the system of major administrative decision-making，promoting the reform of administrative reconsideration system，we will further improve the functional system of government institutions and fully perform government functions according to law. By deepening the reform of administrative law enforcement system and strengthening the restriction and supervision of administrative law enforcement power，Shenzhen have achieved strict，standardized，fair and civilized law enforcement and effectively resolved social contradictions. Looking forward to 2022，Shenzhen will take the “double district” construction as an opportunity，further promote the construction of Shenzhen’s Government under the rule of law.
