The Party Central Committee and the State Council attach great importance to the construction of urban and rural community service systems，and the State Council first listed the “14th Five-Year Plan” for the construction of urban and rural community service systems as a key special plan for the “14th Five-Year Plan” period. On December 27，2021，the General Office of the State Council issued the “14th Five-Year Plan for the Construction of Urban and Rural Community Service Systems”（No.56 ［2021］ of the State Council Office），which made comprehensive arrangements for urban and rural community service systems during the 14th Five-Year Plan period. The “14th Five-Year Plan” period is the very five years of Shenzhen to achieve the goal in the first phase of construction of the model area of socialism with Chinese characteristics. In the new journey，Shenzhen should strengthen its mission，firmly grasp the important critical period and opportunity for the construction of urban and rural community service system，actively promote the construction of the system，and make every effort to build a new benchmark for the construction of the system.
