The report of the 18th National Congress of the Communist Party of China made a major decision to comprehensively promote the rule of law. We will comprehensively advance the top-level design and strategic deployment of governing the country by law. In recent years，the Party Central Committee and the State Council have issued a series of policy documents to support Shenzhen’s “acceleration”，which not only highly affirmed Shenzhen’s achievements in the construction of the rule of law，but also clarified new tasks and new requirements for the new era and new situation. This report deconstructs Xi Jinping’s Thought on the Rule of Law from the perspective of the construction of a rule of law city，sorts out and summarizes the main achievements in the construction of a rule of law city in the past 40 years since the establishment of the Shenzhen Special Economic Zone，especially in recent years，and discusses how to promote Shenzhen with high quality under the new situation and new requirements，as well as look forward to the construction of a demonstration city for the rule of law.
