In 2021，under the guidance of Xi Jinping Thought on the Rule of Law，Shenzhen fully implemented the Opinions on Supporting Shenzhen in Building a Pilot Demonstration City of Rule of Law for socialism with Chinese characteristics issued by the Rule of Law Commission of the CPC Central Committee. Focusing on the reform of comprehensive authorization，Shenzhen has taken the lead in innovating legislation and conducting trials，has further promoted the building of a law-based government，has given full play to the role of judicial services in ensuring protection，has established and improved the mechanism for settling non-litigation disputes，has promoted the rapid development of the legal service industry，and has created a first-class legal environment. Especially，Shenzhen has made great success in the reform of the administrative reconsideration，the implementation of Regulations of Shenzhen Special Economic Zone on Optimizing the Business Environment，the construction of a high-level intellectual property protection plateau，the initiative exploration and practice of personal bankruptcy system，the establishment of corporate compliance system，the perfection of the rule of law guarantee on the green low carbon development，the reinforcement of the protection of the rights and interests of women and children，international law service industry development，etc. In 2022，Shenzhen should continue to adhere to the guidance of Xi Jinping Thought on the Rule of Law，with the goal of building a demonstration city under the rule of law，strengthen the application of the rule of law thinking and approach in social governance，continue to play the role of the rule of law in deepening reform and high-level opening-up，and optimize the business environment based on the rule of law. It provides legal guarantee for shenzhen to build a pilot demonstration city of socialism with Chinese characteristics.
