The whole life cycle performance management of PPP projects is the internal requirement to promote the standardized implementation of PPP projects and the sunshine operation. The PPP policy system has experienced three stages of development and is currently in the stage of comprehensive construction. However，many problems such as “imperfect policies and systems”，“lack of full life cycle concept”，“performance risk of policy convergence，” lack of institutions still exist in the practical work of PPP project performance management. This report combs and analyzes various outstanding problems in the current situation of PPP performance management in the whole life cycle，finds out the crux and pain points of the problems，and proposes to solve them through measures such as “emancipating the mind，improving supporting facilities，orderly connection，and establishing mechanisms”，so as to promote the long-term development of China’s PPP cause.
