With the reform of public project investment and financing system and the acceleration of new urbanization in China，PPP model has been widely used. However，there are some problems in the implementation of the project，such as unreasonable tolerance incentives and punishment constraints，and the lack of rectification clauses. How to design and optimize the payment mechanism considering fault-tolerant incentive and penalty constraints，and how to embed rectification constraints into the payment mechanism become new problems to be solved urgently in PPP practice as well as the urgent needs for PPP projects to improve supply quality and efficiency and achieve value for money. Based on this，this report compared four payment mechanisms including linear payment，ladder payment，tolerance payment，and punishment-after-tolerance payment to solve the problems of uneven risk sharing and opportunistic behavior of project companies. Furthermore，this report analyzed the current situation of rectification mechanism design in PPP projects from three aspects：the design of rectification index，the requirement of rectification time，and the strategy of deduction of rectification points，so as to provide theoretical guidance for the scientific and reasonable design of rectification mechanism.
