PPP模式是基础设施投融资的重要模式,2014年以来在我国经历了从狂热、冷静到规范的发展历程。近年来,PPP专业人才培养应运而生,多所高校设立了专业课程或培训体系。本报告通过梳理多学科PPP和跨学科培养理论的演进和国际实践,并以某高校PPP方向双学位项目为例,提出PPP课程体系建设不应是简单“拼盘”,而应秉承知识、价值和技能“三位一体”的育人理念,有机融合公共管理、工商管理、项目管理、工程管理、法律和财务等学科知识,在“规范有序推进政府和社会资本合作”的新阶段培养更多复合型人才。
<<Public-Private Partnership(PPP)model are an important mode of infrastructure investment and financing. Since 2014,PPP in China has experienced a development process of fanaticism,calmness and standardization. In recent years,PPP talents training emerged at the historic moment,and many universities have set up professional courses or training systems. By reviewing the evolution and international practice of multi-disciplinary PPP and interdisciplinary education theories,and taking a PPP dule-degree programme in a university as an example,this report proposes that PPP curriculum should not be a simple “combination”,but should adopt the “trinity” education concept of knowledge,value and skills. Also it is important to integrate the knowledge of public administration,business administration,project management,project management,law and finance,and train more interdisciplinary talents in the new stage of “normalizing and orderly promoting the cooperation between government and social capital”.
