PPP与REITs都是基础设施投融资创新模式,盘活既有PPP项目可以实现社会资本提前退出,并将净回收资金投资于新建基础设施,实现投资良性循环。PPP与REITs和而不同,基础设施REITs比PPP模式要求更严,而PPP项目要实现基础设施REITs,必须穿越历史、现状和未来的“三道门”,即资产形成依法合规且具有可交易性,项目现金流具有稳定性,公募基金可扩募并履行社会责任。
<<Both PPP and REITs are innovative models for infrastructure investment and financing. Revitalizing existing PPP projects can early withdraw the input from private sectors and simultaneously invest the new infrastructure,so as to realize a virtuous circle of fund. PPP and REITs are united but unique,on the whole the infrastructure REITs is more stringent than PPP model. In order to release the public offering REITs,PPP projects must go through the “three gates” of history,current situation and future,that is,asset formation is legally compliant and tradable,project cash flow is stable,and public funds can be raised and fulfill social responsibilities.
