Since the new era，the small and medium-sized cities have achieved a lot of progresses，such as the urban-rural integration of small and medium-sized cities has made effective progress，urbanization rate has increased，urban and rural industries have developed complementarily，the income gap has been narrowing，public services have developed equally，infrastructure has improved significantly，and urban-rural ties have become closer. However，there are still some pain points，difficulties and blockages in the development of small and medium-sized cities，such as one-way flow of factors，loose interests，and lack of institutional mechanisms. By studying and summarizing the practices and experiences of urban and rural integration in typical small and medium-sized cities，it is suggested that through unified planning，institutional innovation，interest linkage，joint construction and sharing，and digital economy can realize comprehensive integrated development of urban and rural spatial pattern，factor market，industrial development，and people’s livelihood in small and medium-sized cities.
